For non US resident amazon sellers, does amazon accept payoneer virtual card ? i heard that many people seems to work with it but i don't know if it is a credit or a pre-paid or a debit card

You have to apply for a credit card. The money comes from Visa/Mastercard/Discover, etc. Then they send you a monthly bill.
When you use a debit card the money comes from the account associated with that card.
Prepaid cards are self-explanatory.
You must use a credit card, not debit, not prepaid.
