I see that your account was set up initially in the US marketplace, and we are not able to switch it to the UAE, however what you can do is, first you can expand to that region by going to the link here:

https://sell.amazon.com/global-selling/middle-east

After that you can place the marketplaces you do not want to sell in in vacation mode and only sell in the UAE.
