My name is Dougal from the Community Manager Team and from my research it does not appear as though Amazon Vine is available for Amazon Australia. Please note that I am limited in US resources so there is a chance my info for Australia may be outdated.

If you are eligible for Vine, you should see this either in the Advertising tab or in Growth Opportunities located in the Growth tab. There are a significant number of Vine Resources for the US Store, starting with the Amazon Vine Help Page.

My recommendation is to watch the video in the help page linked above and follow the steps in your Australia Seller Central. If it does not surface, then it is most likely Amazon Vine is either not available in Australia or your account does not meet the requirements.
