Yes, I’m having the same issue. Have tried many times and am getting the same error message as you.

I called Amazon and they had the same issue and they have reported it.

In the meantime, they said we can type “pay by invoice” into the search box in seller central. In the 4th paragraph of the article is a link that takes you to the page the broken link is supposed to take us to.

So currently I can’t see what is on the page either, it throws the same message regardless of marketplace. It may be some leftover from some process or that the help page content isn’t accessible from the relevant marketplace but I’ve escalated the issue to the appropriate team to review internally to see what is supposed to be there. Thanks for your insights.
